The RNZAOC Icon: A Symbol of Heritage and Functionality

The RNZAOC Icon, a proud symbol of the Royal New Zealand Army Ordnance Corps (RNZAOC), encapsulates the Corps’s heritage and functionality in a single design. Designed by Major T.D. McBeth (DOS 83-86) in 1971 at the direction of the sitting DOS Lieutenant Colonel GJH Atkinson (DOS 68-72), the cover design cleverly combined various aspects of the RNZAOC and was initially utilised as the cover design for the RNZAOC Newsletter the ‘Pataka’ and on unit plaques.

Description of the design

The design cleverly and meaningfully combines various elements that define the RNZAOC. Its foundation is the NATO map symbol for an ordnance unit, a stylised shield placed over two crossed swords, symbolising the core mission of the Corps: providing logistical and ordnance support to the New Zealand Army.

Design Colour

The icon incorporates the traditional ordnance colours of red, blue, and red, reflecting a heritage that dates back to the Board of Ordnance (1400s to 1855) and its historical connections with the Royal Artillery and Royal Engineers. In the New Zealand context, these red and blue colours were prominently used on the Corps’ flag, tactical patches and signs, stable belts, and other insignia.

Symbolic Quadrants: A Visual Narrative

At the centre of the shield lies the RNZAOC badge, a symbol representing the history and legacy of the RNZAOC. This badge is related to the Colonial Storekeeper and subsequent organisations responsible for managing the New Zealand Army’s stores since 1840. It also signifies the alliance of the RNZAOC with the Royal Army Ordnance Corps (RAOC) and its broader family membership of the Commonwealth Ordnance Corps family.

The RNZAOC badge is surrounded by four distinct quadrants, each representing a unique aspect of the Corps.

Top quadrant

The top quadrant of the icon features a Traditional Māori Pātaka storehouse, an elevated structure historically used by Māori, the indigenous people of New Zealand, to store food, tools, weapons, and other valuables. These intricately designed buildings were central to Māori culture, serving practical and symbolic purposes.

In the context of the RNZAOC Icon, the Pātaka symbolises the Corps’ heritage and emphasises the essential role of sustainment storage and resource management. The Royal New Zealand Army Service Corps (RNZASC) managed this function from 1910 until 1979, when responsibility for supply tasks such as rations and fuel was transferred to the RNZAOC.

Right quadrant

The right quadrant depicts a contemporary warehouse, symbolising the RNZAOC’s evolution into a modern organisation. This element reflects the Corps’ adoption of advanced infrastructure and practices to manage military supplies efficiently, demonstrating its commitment to meeting the demands of contemporary logistics.

The RNZAOC Award-winning warehouse at TGrentham was constructed for $1.6 million in 1988. In addition to the high-rise pallet racking for bulk stores, a vertical storage carousel capable of holding 12,000 detail items was installed later.

Bottom quadrant

The bottom quadrant features an RL Bedford truck, which was upgraded to the Unimog in 1984. This familiar workhorse of the New Zealand Army symbolises the Corps’ field operations. It highlights the vital role of the RNZAOC in efficiently ensuring that resources reach the front lines.

Left quadrant

The Left quadrant features the ‘Flaming A’ of the Ammunition Trade, representing the critical role of the Corps in handling, storing and supplying munitions, a responsibility that demands precision, expertise and dedication.

Central bar

The blue central bar of the icon is styled like a spanner, symbolising the RNZAOCs links as the parent Corps of the Royal New Zealand Electrical and Mechanical Engineers (RNZEME) and modern technical functions, including RNZAOC Workshops Stores Sections located within RNZEME Workshops, Tailors Shops, and Textile Repair Sections.

Variations of the Icon

Over the years, the RNZAOC Icon evolved. In 1984, the image of the RL Bedford truck was updated to feature the Mercedes-Benz Unimog, which replaced the RL Bedford after its retirement in 1989, following 31 years of service.

The Icon was also adopted as the base design for unit plaques, with some units placing the RNZAOC Crest above the Icon and substituting it in the centre of the icon with a symbol relevant to their specific unit.

A Long-term Legacy

The RNZAOC icon is a visual homage to the Corps’ diverse contributions and rich legacy. Blending traditional, modern, and operational elements highlights the RNZAOC’s steadfast dedication to supporting New Zealand’s defence capabilities. This emblem connects the past, present, and future, symbolising identity and pride for those who have served in the Royal New Zealand Army Ordnance Corps. As the icon of the ‘To the Warriors Their Arms’ website, it pays tribute to the RNZAOC and all the antecedent corps that now form part of the RNZALR, ensuring their memory and significance remain relevant.


Feeding the Force: A History of NZ Army Field Cooking Systems

Field cooking equipment plays a vital role in maintaining the health and morale of troops in the field, directly impacting operational effectiveness. This article focuses on the major pieces of field cooking equipment the New Zealand military used from World War II to the present, offering a historical overview of their development, use, and eventual replacement. It intentionally excludes ancillary equipment such as refrigerators, hotboxes, water heaters and section cooking equipment to concentrate on the core cooking systems essential for food preparation in field conditions.

From introducing the No. 1 Burner during the mobilisation for World War II to adopting modern systems like the SERT PFC 500, each innovation reflects the evolving requirements of military field operations. This article highlights the importance of reliable and efficient food preparation and underscores the logistical ingenuity required to sustain forces in diverse and often challenging environments.

Through this exploration, we gain a deeper appreciation for the critical role field cooking solutions play in ensuring that troops remain well-fed and ready to meet the demands of military service.

The No 1 Burner

As New Zealand mobilised in September 1939, one of the many equipment deficiencies identified was the lack of portable cookers for preparing meals in the field. The coming war was anticipated to be one of mobility, rendering traditional cooking methods unsuitable. In response, the Army approached the New Zealand Ministry of Supply to procure 72 portable cookers for the First Echelon, with the possibility of an additional two for the Second Echelon. Samples were made available from existing Army stocks to facilitate the manufacture of the portable cookers.[1]

The portable cooker required by the Army was the No. 1 Hydra Burner, a petrol-burning device developed and patented by Lewis Motley in the 1920s. After 12 years of trials and refinement with the British Army, it was officially adopted as the No. 1 Hydra Burner, becoming the primary cooking and heating device for the British Army by 1939. The burner was designed to cook food in various ways using 6-gallon pots and frying pans, either by using a trench dug in the ground or a purpose-built stand on hard surfaces. The No. 1 Hydra Burner could also be used with Soyer or Fowler field stoves, providing flexibility in field cooking arrangements.

With samples of the No. 1 Burner available from New Zealand Army stocks, tenders were invited to supply 72 burner units and their associated parts and 432 hot boxes, dishes, fry pans, and stands.

Tendering Process and Contracts

The tendering process involved several prominent New Zealand engineering firms, such as:

  • National Electrical & Engineering Co. Ltd., Wellington
  • Precision Engineering Co. Ltd., Wellington
  • Hardleys Ltd., Auckland
  • D. Henry & Co. Ltd., Auckland
  • Alex Harvey and Sons, Auckland

Ultimately, the contract for the burners and associated components was awarded to D. Henry & Co. Ltd., while Hardleys Ltd. took responsibility for the hot boxes and dishes. Delivery commenced in late 1939, and the equipment was completed in early 1940.

The burner unit manufactured by D. Henry & Co. featured a notable redesign from the original Hydra No. 1 Burner. It incorporated an air pump into the fuel vessel and modified the filling cap with a coil around the orifice. The updated design became the No. 1 Burner (New Pattern).

Expansion of Use

By July 1940, plans were underway to equip the Territorial Force fully, necessitating the procurement of an additional 260 No. 1 Burner units. Accessories for field cooking, such as 6-gallon cooking containers, frying pans, and baffle plates, were also ordered in large quantities. To ensure distributed cooking capability down to the section level, 396 Portable Cookers No. 2 and 207 Portable Cookers No. 3 were planned to be added to the inventory.

The distribution of equipment to the Ordnance Depots at Trentham, Ngāruawāhia, and Burnham ensured that units across the country were adequately supplied. Each depot received a portion of the 260 additional burners and 96 spare units and their respective accessories.

Operational Challenges and Adaptations

The No. 1 Burner (New Pattern) was not without its challenges. Upon entering service, numerous faults were reported, including:

  • Difficulty maintaining pressure
  • Issues with the nozzle
  • Fuel leakage from the air pump

Many problems were exacerbated by using outdated instruction manuals, which referenced the original Hydra No. 1 Burner rather than the updated version. Ordnance Workshops conducted inspections to address these issues, and the manufacturer took remedial actions. Despite these efforts, the burner remained a critical component of the Army’s field cooking solutions throughout the war.

Post-War Usage and Decline

Following World War II, the No. 1 Burner remained in service, a testament to its robust design and utility. However, technological advancements and the introduction of lighter, more efficient equipment gradually led to its decline. In 1964, the adoption of M37 cooking cabinets began to replace the No. 1 Burner in many roles. By 1973, the burner was no longer listed as an item of supply in New Zealand Army scaling documents.[2]

Wiles Cookers

Early in World War II, the Australians developed and introduced the Wiles Senior and Junior Mobile Steam Cookers into their military service. Over 500 Junior Cookers were used by the Australian forces, earning positive feedback from American forces, who also adopted several units.[3]

In 1943, the New Zealand Commissioner of Supply acquired photos and blueprints of the Wiles Cookers and General Motors in Petone indicated they had the expertise and capacity to manufacture the cookers locally if the New Zealand Army placed an order. However, as the Army already had sufficient stocks of the No. 1 Burner, they decided against adopting the new cookers. Despite this, the Royal New Zealand Air Force (RNZAF) showed some interest. In 1942, the RNZAF received a Wiles Senior Field Kitchen (trailer) and a mobile cookhouse, which was later transferred to the Army.[4]

By 1948, the New Zealand Army still lacked a mobile field cooker and conducted extensive trials of a Wiles Cooker at Trentham. The trials demonstrated that the Wiles Cooker was well-suited to New Zealand’s field conditions. However, the United Kingdom was concurrently testing mobile field cookers, and no immediate action was taken to purchase the Wiles Cooker, as New Zealand hoped to adopt a standard cooker based on the British pattern.

In 1951, the UK trials concluded, selecting a two-wheeled trailer-mounted steam cooker to meet British requirements. However, several factors made it unlikely that New Zealand would obtain these British-pattern cookers for several years. Consequently, the idea of purchasing the Wiles Cooker from Australia was revisited.

Re-evaluation of the Wiles Cooker revealed that it met UK specifications and offered several advantages:

  • Fuel Efficiency: The cooker uses a lightweight fuel, consuming only 25% of the standard fuel used. Alternative fuels like scrub, deadwood, or dry rubbish are available. The cooker could run on wood, coal, or oil.
  • High Cooking Pressure: Significantly reduced cooking times.
  • Nutritional Benefits: High-pressure steaming preserves many vitamins in vegetables.
  • Versatility: Three-course meals could be prepared, cooked, and served with minimal discomfort or inconvenience.
  • Multiple Cooking Methods: The cooker supported roasting, steaming, and frying.
  • Mobility: Meals could be prepared while the cooker was in transit.
  • Hot Water Supply: A continuous flow of hot water was available for washing up.

Among the models available, the Junior Mobile Trailer Cooker was considered the most suitable for training cooks, supporting sub-unit camps and weekend bivouacs, serving as a reserve for national emergencies, and equipping mobilisation efforts.[5]

In 1951, the Wiles Junior Cooker was priced at £747 Australian (approximately NZD 44,130.80 in 2024). In July of that year, the New Zealand Cabinet approved an expenditure of £10,520 NZ Pounds (approximately NZD 696,003.20 in 2024) to purchase 16 Wiles Junior Cookers.[6]

Entering service in 1952, the New Zealand Army’s experience with the Wiles Cooker closely mirrored the challenges faced by the Australian Army. By the late 1970s, the Wiles Cooker had become obsolescent and was no longer in production. Several key issues highlight its unsuitability for continued use:

  • Deterioration and Serviceability – The Wiles Cookers had progressively been withdrawn from service as repair costs now exceed the One-Time Repair Limit (OTRL).
  • Fuel Challenges – The cooker relied on solid fuel, which was increasingly impractical. Procuring solid fuel was difficult and required significant time and labour for preparation. Liquid or gaseous fuels were then considered far more suitable due to their efficiency, availability, and ease of use.
  • Maintenance and Support – The boilers required regular inspection and testing by RNZEME. Suitable repair parts and major components were no longer available, making maintenance increasingly challenging and costly.
  • Operational Deficiencies—The Wiles Cooker used rubber hoses to channel cooking steam and hot water, imparting an unpleasant flavour to food and beverages. These inefficiencies compromise food quality, negatively impacting soldier morale in field conditions.
  • Obsolescence and Reliability – The New Zealand equipment dated back to the 1950s based on a World War II design which had surpassed its economic life expectancy, with the Wiles Cooker unreliable and unable to meet the operational demands of the modern Army.[7]

The Wiles Cooker was quietly withdrawn from New Zealand Army service in the late 1970s as they were an obsolete, costly to maintain, and operationally inefficient equipment. The less mobile M-1937 and M-1959 Field Stoves provided field cooking functionality until a new mobile trailer was introduced into NZ Army service in 1985.

M-1937 and M-1959 Field Ranges

The Cooker, Field Range M-1937(M37), is a United States equipment introduced during World War II as a robust and versatile field cooking system designed to support forces in diverse and challenging environments. Compact, durable, and fuelled by a gasoline burner, the M37 can prepare meals for up to 75 personnel, depending on the menu. Its design emphasises portability and adaptability, allowing it to be used for baking, boiling, and frying with the appropriate accessories. Constructed from corrosion-resistant materials, it was built to endure the harsh conditions of field operations.

In New Zealand, the M37 was likely first acquired by the RNZAF and the 3rd New Zealand Division from United States Forces stocks, particularly for operations in the Pacific Theatre, where reliable hot meals were essential. Photographic evidence indicates that New Zealand forces used the M37 as early as 1956, highlighting its durability and effectiveness. Its formal adoption by the New Zealand Army likely occurred in the early 1960s as part of broader post-war efforts to standardise and modernise military equipment. The M37’s reliability in providing hot meals under challenging conditions made it an invaluable asset for field operations.

By 1982, the New Zealand Army introduced the Cooker, Field Range M-1959 (M59), as an upgraded successor to the M37. While retaining many of the original M37 components, the M59 incorporated several improvements.  The M59’s design improvements increased heat output and reduced cooking times. Adding improved safety features and compatibility with existing M37 parts eased its integration into New Zealand Army operations.

Despite the introduction of the M59, the M37 remained in service, often used alongside its successor. Both systems have continued to be a mainstay of field catering operations, supported by modern enhancements such as Gas Burner Units (GBUs) and Multi-Burner Units (MBUs). In 2024, the New Zealand Army received additional cabinets from Australia, further extending the operational lifespan of these systems. However, a growing challenge is the scarcity of replacement parts, including the original pots, pans, and utensils, which are no longer manufactured. This limits the ability to sustain these cooking systems in the long term, providing a challenge to the NZ Army to maintain proven systems with the need for investment in modern, sustainable field catering solutions.

Kärcher Field Kitchen

In 1985, the New Zealand Army introduced 28 Kärcher Tactical Field Kitchen 250 (TFK 250) units into service. Originally developed in 1984 for the German Armed Forces, the TFK 250 was adopted the following year. This highly mobile field kitchen can efficiently prepare meals for up to 250 personnel in demanding environments. Its modular cooking system includes multiple chambers, allowing a variety of dishes to be prepared simultaneously. Designed for versatility, the TFK 250 can operate using gas, diesel, or solid fuel, making it adaptable to available resources. Mounted on a robust trailer with off-road capability, it is well-suited for deployment in remote or rugged terrains. The unit’s energy-efficient heating system ensures reduced fuel consumption and rapid meal preparation, while its stainless steel surfaces simplify cleaning and sanitation. Quick to set up and dismantle, the TFK 250 meets the dynamic demands of operational environments with ergonomic controls for ease of use. Widely used by over 50 countries, humanitarian organisations and disaster response teams, the TFK 250 is renowned for its reliability, adaptability, and ability to function in extreme conditions. By the time production ceased in 2020, Kärcher had manufactured 3,000 of these mobile catering systems at their plant in Obersontheim, Germany.[8]

From 1985, the TFK250 became the cornerstone of NZDF field catering support. Supplemented by the M37/59 Field Ranges, it provided hot meals to New Zealand servicemen and women both at home and on operations around the world. Originally planned with a Life of Type (LOT) of 33 years set to expire in 2018, the TFK250’s LOT was extended by an additional seven years to 2025, bringing its total service life to an impressive 40 years.

SERT PFC 500

To replace the TFK250 and reintroduce laundry, shower, and ablution capabilities, the NZDF launched the Field Operational Hygiene and Catering System (FOHCS) project. This force modernisation initiative encompassed catering, shower, ablution, and laundry platforms. A request for proposals was issued on 27 March 2019, with the submission period closing on 12 May 2019, seeking a range of equipment to meet these objectives.[9]

The contract for the FOHCS requirement was awarded to Australian Defence Contractors, Nowra-based Global Defence Systems (GDS), with deliveries scheduled for completion by 2022. The platforms delivered by GDS were developed in collaboration with the French manufacturer SERT, a leader in deployable life support solutions for over 25 years. To ensure the NZDF maintained a robust sovereign sustainment capability throughout the equipment’s lifecycle, some components were manufactured in New Zealand, with engineering support services also available locally.[10]

The catering portion of the solution provided by GDS included ten SERT PFC 500 transportable kitchen platforms.[11]  The PFC 500 is installed on a modular platform designed to fit various logistic configurations, such as a trailer, two platforms in a 20’ dry ISO container, or on a flat rack.

Each PFC 500 unit has four stainless steel gastronorm cooking modules: the MultiSert multifunction kettle, the Big CombiSert combined oven, and the DuoSert fan-assisted oven with a hot plate on top. These units are highly energy-efficient, featuring the latest-generation components and SERT’s advanced high-efficiency burners, resulting in low electric power consumption. Additionally, the units are powered by a low-power generator, ensuring full autonomy in the field.

The expandable platform provides users with a sheltered work area measuring 14 m², elevated 40 cm above the ground for ease of use and protection.[12]

Despite nearly 70 years of experience demonstrating the utility of trailer-mounted field kitchens—for training cooks, supporting sub-unit camps and weekend bivouacs, aiding national emergencies such as earthquake recovery and flood relief, and supporting significant national events—the PFC 500 is not trailer-mounted. Instead, it is mounted on a platform requiring specialised material handling equipment (MHE) and vehicles for transport, which limits its utility. Consequently, despite being delivered in 2022, the PFC 500 has not yet been utilised for any significant events, such as disaster response, national hui and tangis. Meanwhile, the TFJ205 and M37/59 have continued to serve effectively, raising questions about the suitability of modern defence procurement decisions.

Conclusion

Field cooking equipment has been a cornerstone of New Zealand military logistics, ensuring that troops are well-fed and operationally effective in a variety of challenging conditions. From the No. 1 Burner’s ingenuity during World War II to the versatile M37/59 and the robust TFK 250, each system has contributed significantly to maintaining the health and morale of soldiers in the field. However, the NZDF’s latest procurement—the SERT PFC 500—has raised concerns about the organisation’s ability to learn from its own history and past successes.

The No. 1 Burner demonstrated the importance of adaptability, while the M37/59 and TFK 250 further underscored the value of functionality, flexibility, and mobility in field cooking systems. These systems not only meet operational requirements but also adapted to evolving military and humanitarian needs, proving their worth in national emergencies and international deployments.

In contrast, the SERT PFC 500 reflects a worrying departure from these principles. Its reliance on platform-mounted configurations requiring specialised material handling equipment and vehicles has limited its usability and undermined its intended purpose. This is particularly concerning given that the TFK 250 and even older M37/59 systems remain functional and continue to provide critical support in the field and for domestic disaster relief. Despite the NZDF’s modernisation goals, the PFC 500 lacks the versatility, mobility, and proven reliability that characterised its predecessors.

The NZDF’s choice of the SERT PFC 500 raises questions about its procurement processes and ability to prioritise operational needs over theoretical specifications. While the PFC 500 may offer advanced technology, its lack of practical flexibility and mobility represents a step backwards, especially compared to the legacy systems it replaced. This oversight suggests that the NZDF has “dropped the ball” with this procurement despite decades of valuable lessons in field cooking logistics.

Hopefully, this article will not only highlight these shortcomings but also encourage further research into this often-overlooked yet vital area of military logistics. By investigating historical successes, contemporary challenges, and future requirements, researchers and policymakers alike can ensure that future field cooking systems are innovative, practical, resilient, and aligned with the realities of modern military operations. Only by learning from past successes and failures can the NZDF develop solutions that effectively support its personnel in the field and beyond.

New Zealand Army Stores Accounting (1939-1944): Overcoming Wartime Supply Challenges

Between 1939 and 1944, the New Zealand Army’s home-front logistics functions undertook a monumental task. They faced significant obstacles in maintaining accurate record-keeping and inventory control, dealing with challenges such as limited storage capacity, a shortage of experienced personnel, and high turnover rates.  At the peak of this period, nearly 200,000 regular, Territorial, and Home Guard troops were mobilised and dispersed in numerous units across New Zealand and the Pacific, all in need of weapons, ammunition, clothing, and equipment. The scale of their operation was immense, and their efforts were crucial to the war effort. Supplying and maintaining this force, especially as they were dispersed and many required specialised and technical resources, was a testament to the dedication and resourcefulness of the personnel tasked with stores accounting.

With allied forces unable to stem the Japanese offensive in Asia and the Pacific and invasion likely, the situation’s urgency demanded swift and efficient mobilisation. However, the constant reshuffling of personnel and frequent transfers of equipment and ammunition between units added further complexity. Organisational changes and equipment shortfalls were frequent, compounding the difficulty of building up and sustaining military readiness at home while supporting New Zealand’s deployed forces overseas. Despite these hurdles, the New Zealand Army’s logistics efforts achieved significant milestones. Their resilience and adaptability in the face of immense national and global pressure are a source of admiration.

The Accounting System

Like the armies of Canada and Australia, the New Zealand Army was organised and equipped in line with British doctrine, with the New Zealand Army General Staff determining the Army’s organisation with local modifications to fit New Zealand’s unique requirements. These organisational structures were formalised through three main types of documents:

The Order of Battle (ORBAT): This outlined the number and composition of formations, detailing the units they commanded following the General Staff’s policy decisions.

The War Establishment (WE): This document specified each unit’s authorised staffing and structure, which were, in most cases, identical to the British Army war establishments.

The Unit Equipment Table (Form NZ 483): These defined each unit’s authorised stores and equipment. Examples of Equipment Tables approved from July 1939 were:[1] [2]

  • Form NZ 483-32: – A Medium Battery
  • Form NZ 483-52: – A Field Company, RNZE

Changes to the unit organisation often stemmed from General Staff policy decisions regarding equipment scales—such as weapons, vehicles, and wirelesses—resulting in corresponding amendments to the War Establishments and Unit Equipment Table Form NZ 483 tables.

Each unit maintained both ‘peace’ and ‘war’ establishments. While the peace establishment included reduced personnel and resources for peacetime training, the war establishment detailed the full complement of men and equipment needed for active service. From 1939, regular and territorial units in New Zealand began mobilising to war strength with reservists, integrating the Territorial Force and recruits through the New Zealand Temporary Staff (NZTS), marking the shift to a wartime footing.

With an established table of what stores they should hold, A unit or sub-unit knew exactly what equipment they were responsible for, including spades, shovels, axes, etc. They would also have items of controlled stores usually identified with a serial number – the controlled stores would include compasses, binoculars, wristwatches, etc., which, when issued, would be signed for. When losing a controlled item, a Board of Inquiry was conducted to establish the circumstances of loss and determine who (usually the soldier) should pay for it.

The Company Quartermaster Sergeant (CQMS), whose rank could be Sergeant, Staff Sergeant of Warrant Officer Class Two, or, of course, the Company Commander, was responsible for the accountability of the unit or sub-unit stores. Standards of accountability for unit stores varied, with some units conducting regular kit checks and publishing lists of soldiers with deficiencies and the amount they owed in unit routine orders.

Manual Systems and Administrative Burden

The Army stores accounting system applied to all units of the New Zealand Army. It was based on a unit ledger, supported by inventories, vouchers, schedules, and scales of issue, which recorded all store items and transactions in the unit. All entries in ledgers were to be supported by a voucher, and all vouchers were cleared by posting to the ledger or annotated with a reference to another voucher or to the point of issue. Stores could only be struck off charge by one of the following:

  • An Issue Voucher, signed by the recipient of the stores
  • A Certificate Issue Voucher, where the recipient was not required to sign for the stores
  • A Board of Survey or Certificate of Condemnation
  • By an application to write of Army Stores

Units such as NZAOC depots, MT Branch depots, mobilisation units and Camp Quartermaster Stores were classed as accounting units. They managed their stocks with a ledger card system using the NZ161 Ledger card.[3]

Field Force units maintained their NZ Equipment Table as the main ledger, recording all items issued to the unit and their distribution.

 While effective, the system was inflexible compared to today’s digital Inventory Management systems. Under the pressures of wartime, maintaining rigorous documentation proved challenging, and adherence to procedural norms was sometimes relaxed to expedite supply to forces in the Pacific and Home Defence.

Mobilisation and Training Impact

In 1941, brigade and district manoeuvres escalated the army’s activity tempo, and early in 1942, the entire Territorial Force was mobilised, and tactical responsibilities with the Home Guard were formalised. Many units operated in active service conditions, with newly trained Quartermasters and staff often lacking prior military store management experience. The potential threat of invasion by Japanese forces added a sense of urgency and pressure, making training and equipping all available troops the top priority, even if it meant sacrificing strict clerical accuracy.[4]

Before total mobilisation, many of the Regular and Territorial Force personnel and civilian staff skilled in stores accounting had deployed overseas with the 2nd New Zealand Expeditionary Force (2NZEF) in the Middle East or with the Brigade Group in Fiji. This left domestic units staffed by officers and NCOs with limited military stores experience, often stationed in field locations without adequate storage facilities. Despite these challenges, the dedication and commitment of these officers and NCOs were unwavering, even as ongoing personnel rotation severely hindered inventory management.

Progress in Accounting Practices

By late 1943, the strategic situation had stabilised, and the threat of invasion was removed, with the demobilisation of the Home Guard and Territorial Force underway by early 1944. As part of this process, comprehensive audits of unit accounts were conducted. Despite some losses due to unrecorded stores, the overall value of missing inventory remained relatively low compared to the total volume managed. The following table presents the total amount written off from April 1939 to March 1944, which was £259,200 (equivalent to $28,119,860 in 2024).

Note that “Deficiencies” – representing faulty accounting – contributed £84,710 ($9,165,191.67 in 2024). Including estimates for undetailed years, this figure suggests that deficiencies represented less than 40% of the total write-offs.[5]

Reflecting on Wartime Logistics and Accountability

During the peak demand period of 1942 and early 1943, stores accounting took a secondary role to the urgent need to supply the mobilised units efficiently. The New Zealand Army was not only receiving large shipments of war material from the United Kingdom and North America but also managing the distribution of substantial volumes of the same equipment for both Pacific deployments and Home Defence, prioritising speed over strict procedural adherence. While this approach led to some irregularities, major scandals were avoided, and only minor cases of misappropriation occurred. This flexibility demonstrates the staff’s pragmatic approach to balancing efficiency and accountability under extreme conditions, ensuring operational needs were met without compromising integrity.

Lessons for Contemporary Military Stores Accounting

This analysis provides a perspective for modern logistics professionals, especially when using contemporary data management systems. Despite the sophisticated features of these platforms—like precise tracking and real-time reporting—the effectiveness of these tools is often linked to the skills and judgment of the personnel who operate them. The lessons from the New Zealand Army’s wartime experiences demonstrate that the strategic use and flexibility in stores accounting can be crucial in emergencies. However, suppose the benefits of the modern systems are not being fully realised. The root cause likely lies in the organisation’s skill sets for managing and leveraging these resources.

Rigidly following procedures can sometimes hinder progress, just as it did in the past when wartime conditions demanded quick and adaptable responses. For today’s logistics leaders, the real challenge is recognising when to exploit the flexibility offered by modern data systems and when to relax procedural controls. Balancing this requires training and experience, especially in crises where the pressure to deliver supplies efficiently can tempt managers to bypass standard processes. While this may be necessary temporarily, the quick restoration of standard procedures is essential to maintaining accountability and data quality.

The key is adaptability, but only to the extent that it does not lead to long-term compromises in record-keeping and operational integrity. If modern data management tools are underperforming, investing in staff training and developing the necessary expertise could ensure these advanced systems are used to their full potential.

The Evolution of Army Catering in New Zealand (1845-1948)

Over the last two hundred years, the adage attributed to Napoleon, “An army marches on its stomach,” underscored the paramount importance of sustenance in military operations. In the annals of the New Zealand army, this principle has been diligently upheld, with meticulous attention paid to ensuring soldiers are well-fed, notwithstanding the challenges posed by varying locations and conditions. Establishing the New Zealand Army Service Corps (NZASC) units during the tumultuous periods of the First and Second World Wars is a testament to this commitment. NZASC units were principally charged with baking bread, butchering meat, and procuring and distributing fresh and packaged provisions to frontline units, playing a pivotal role in sustaining the morale and effectiveness of New Zealand forces during these conflicts. Even in more recent conflicts, such as those in Southeast Asia during the 1950s and 60s, New Zealand troops operated on ration scales notably more generous than their British counterparts, a testament to the nation’s dedication to the well-being of its service members. However, despite the recognition of logistical efforts in military history, a notable gap remains in the literature concerning the contributions of New Zealand Army cooks. While Julia Millen’s comprehensive work, Salute to Service: A History of the Royal New Zealand Corps of Transport, acknowledges the significance of Cooks from when they became part of the RNZASC in 1948, scant attention has been paid to the preceding 103 years, from 1865 to 1948.

This article draws upon primary sources and aims to redress this oversight by delving into the hitherto unexplored realm of New Zealand Army catering. By shedding light on the endeavours of these unsung culinary heroes, it seeks to enrich our understanding of the multifaceted efforts required to sustain a fighting force, thereby honouring their indispensable contributions to New Zealand’s military heritage.

Since the first New Zealand Militias were created in 1845, there was always a need to feed the militias when called out for service. Given the nature of Militia service and the fact that they would not serve far from their home location, their messing requirements would have been minimal. Some individuals would likely have been selected from within the ranks to collect any rations provided and prepare meals.

With the advent of the volunteer era in 1858, the New Zealand military became a mixed force of Infantry, Cavalry and artillery who, on occasion, would assemble for annual camps where units within a district would assemble and conduct combined training. While rations were paid through District Headquarters and Defence Stores, messing arrangements would be rudimentary, with men selected from within the ranks preparing the meals from the rations sourced from local vendors. This situation was mirrored in the Permanent Militia, which had staffed coastal defence forts and the military depot at Mount Cook in Wellington since the 1880s.

During New Zealand’s involvement in the war in South Africa, the issue of messing arose as large numbers of mobilising men were stationed in camps. Messing arrangements involved a combination of civilian contractors and regimental cooks. However, an inquiry into soldiers’ comfort, housing, and victualling at the Newtown Park Camp and Volunteer Billets revealed widespread dissatisfaction. Numerous complaints were lodged regarding the quality and quantity of rations provided, the low standard, and, at times, the lack of meals prepared by contractors and regimental cooks.[1] In South Africa, rations, following the British scale, were supplied by the British Army Service Corps (ASC), supplemented by fresh mutton acquired from the enemy and cooked by members of the contingent.[2]

After the conclusion of the South Africa War, interest in the military surged, prompting a reorganisation of the volunteer movement into a more robust and structured system of regiments and battalions. Despite discussions in 1904 regarding establishing a New Zealand Army Service Corps (NZASC), no decision was indicated in the Commandant of the Forces’ annual report on its formation.[3]

Further reorganisation in 1908 saw the ASC matter addressed by the Adjutant General, with discussions continuing into 1909. The Defence Act of 1909 disbanded volunteer forces and established the Territorial Force, supported by conscription. Major General Alexander Godley’s appointment as Commandant of the New Zealand Military Forces in December 1910 provided momentum for reform. In his first year, Godley revitalised the military’s organisational structure, made crucial command and staff appointments, and laid plans to develop the NZASC, which, though officially designated in May 1910, remained only a force on paper.[4]

Despite the Defence Stores Department’s existence since 1869, an ASC nucleus was lacking for forming new units. The proposed NZASC envisioned eight Transport and Supply Columns, divided into Mounted and Mixed Brigade units allocated to each of New Zealand’s four Military Districts and was to be organised by British ASC officer Henry Owen Knox, who arrived in New Zealand in June 1911 and later supported by four ASC officers and Warrant Offices from early 1913. While the NZASC would handle the procurement and distribution of rations, receipt and cooking remained a Regimental responsibility.

Under Godley’s command, the Territorial Army underwent rapid organisation, culminating in the inaugural brigade camps held in 1913. During these camps, the newly established NZASC established its initial depots, receiving supplies previously ordered by the Quartermaster General based on expected strength states and ration scales.

Forty-seven candidates across the Territorial Army were selected in October 1912 to undergo a comprehensive month-long training at Trentham. This pioneering catering course encompassed kitchen work and cooking techniques for field conditions, including practical exercises such as constructing and operating field ovens, fry pans, 8 and 20-gallon boilers and camp kettles.

Of the initial candidates, thirty-eight successfully qualified to supervise cooking for a regiment, with an additional seven attaining certification as company cooks. Unfortunately, two candidates were unable to qualify due to illness. For the 1913 camp, the establishment allowed for a Sergeant Cook per regiment, each granted an additional allowance of 1 Shilling 6 Pence a day (equivalent to 2024 NZD $16.16), while qualified company cooks received 1 Shilling a day (equivalent to 2024 NZD $10.10). Those who served as cooks during the camps were excused from further military training for the rest of the year.[5]

At Trentham, an additional course of instruction was conducted in October 1913, attended by sixty-two territorial soldiers. Thirty-two qualified as competent to supervise cooking for a regiment, making them eligible for appointment as sergeant cooks if vacancies existed within their units. Twenty-seven soldiers qualified as assistant or company cooks; unfortunately, three did not meet the qualifications.

By the end of 1913, this initiative provided the New Zealand Military with a potential pool of 104 trained cooks. However, it was recognised that further efforts were necessary to ensure a sufficient number of cooks would be available to meet the messing needs of the Territorial Force in the event of mobilisation.[6]

A System Under Strain, Lessons Unlearned in the Interwar Years

By the late 1930s, nearly two decades after the end of the First World War, there remained a persistent unease about the Army’s ability to feed its soldiers effectively. While institutional reforms had begun, contemporary commentary suggests that many of the fundamental issues experienced during the war had not yet been fully resolved.

A 1937 article in the Auckland Star, written by W. Revell Reynolds, provides a stark and unvarnished account of army catering during the First World War. Drawing on personal experience across training camps, Egypt, and Gallipoli, Reynolds described a system characterised not by scarcity, but by failure in execution.

Food, he noted, was often adequate at the point of issue, but was rendered unpalatable or even inedible through poor preparation. Cooks were frequently untrained and, in many cases, selected from those seeking to avoid frontline duties rather than for any culinary competence. Officers, for their part, were described as largely ignorant of catering and nutrition, with institutional focus placed elsewhere.

More concerning were allegations of systemic weaknesses in control and accountability. Reynolds pointed to instances of misappropriated allowances, questionable quality of supplied goods, and the hoarding or misallocation of rations. Whether exaggerated or not, such perceptions highlight a broader lack of confidence in the integrity of the supply and catering system at the time.

Perhaps most significantly, Reynolds drew a direct connection between poor nutrition and operational effectiveness. The absence of basic dietary components such as fresh vegetables, fats, and stimulants was linked to widespread illness, particularly dysentery and other gastrointestinal conditions, which were endemic in theatres such as Gallipoli. In this sense, catering was not merely a matter of comfort, but of survival.

Reynolds’ account suggests that the issue was not supply alone, but the absence of a professional system capable of turning rations into effective sustainment.

His concluding concern was forward-looking. Writing in 1937, Reynolds questioned how the Army intended to feed its soldiers in any future conflict, suggesting that without meaningful reform, the same deficiencies would re-emerge under the pressures of mobilisation.

The outbreak of the Second World War would force that reform. Under the pressures of mobilisation, the Army moved decisively toward a more professional, standardised, and controlled system of catering and supply, laying the foundations for the modern military catering capability.

The declaration of war and subsequent mobilisation halted any plans for further peacetime training of cooks, as all efforts shifted towards providing trained personnel for the New Zealand Expeditionary Force. The NZASC expanded its role at home and as part of the NZEF, taking on responsibility for bakeries and butcheries. However, despite ensuring the provision of necessary food items to units, cooking remained the responsibility of each unit. Cooks were trained at the Army School of Instruction at Trentham, with further training conducted at NZEF camps in the United Kingdom.In New Zealand, military and civilian cooks fulfilled the necessary messing functions at various mobilisation and Territorial Camps, while unit cooks supported units in the field.

During the interbellum period, the Army School of Instruction in Trentham ceased operations in 1921, with few records of formal training for Army cooks until 1938.

In 1937, the Special Reserve Scheme was introduced to provide personnel for the coast defence batteries and three infantry battalions of Fortress troops. Under this scheme, single soldiers underwent three months of continuous training, followed by a three-year commitment to attend training for 10 days annually, with an obligation to report for service within New Zealand in the event of a national emergency. During their three months of training, they were also allowed to attend technical college, free of charge, on a course of their choice. Facilitating the necessary training, the Army School of Instruction (ASI) was re-established at Trentham, supported by District Schools of Instruction (DSI) at Narrow Neck, Trentham, and Burnham.[7]

The first account of cooks participating in this training scheme saw a batch of seventy-two, nine of whom were cooks, enter Trentham in August 1938 for their initial military training, beginning their vocational training in January 1939 with three of the cooks going to Narrow Neck in Auckland and the other six to Fort Dorset.[8] Reviewing the work of the officers and men under his command, the Officer Command the Central Military District, Colonel E Puttick, commented in April 1939 that “there had never been any complaint about the food, and it was clear that the special reservists who had taken cookery training as their vocational course in the Army Training School at Trentham had received excellent instruction”.[9]

While Colonel Puttick may have been satisfied with the catering arrangements in his district, there was dissatisfaction with the quality of rations and cooks in the northern and Southern Districts. In May 1939, reports of sub-standard rations, the performance of civilian cooks at territorial Camps resulting in their packing up and walking out mid camp and the refusals of Territorial soldiers to work on mess fatigue parties led the District Commander, Colonel P.H Bell to call an all-day conference with his Quartermaster and Quartermaster Sergeants to consider the Army’s food problems, including the quality of rations and most importantly how to resolve the fundamental problem that the Army had no cooks of its own, engaging civilians for the period of camps. [10] In the Northern District, a deputation of civilian cooks led by Mr W. R Connolly, a cook with 37 years’ experience of cooking in military camps, went directly to the officer of the Star Newspaper with their grievances following a ten-day camp with A Squadron of the 4th Mounted Regiment. Joining the squadron on 3 May at Cambridge, they deployed to Rotorua, Tauranga, and Paeroa, finishing up at Narrow Neck on 12 May. The cook’s issue was that they were civilians contracted to work in a fixed camp and not on the march, and they were at much reduced rates than they had received before the depression.[11]

Despite these challenges, the outbreak of the Second World War in September 1939 prompted a renewed focus on army catering. On the declaration of war, it was decided that New Zealand would contribute an Expeditionary Force. Initially, a “Special Force” was planned, with one battalion in each of the three military districts. The Special Force was later expanded into the 2nd New Zealand Expeditionary Force (2 NZEF).

Three weeks before the Special Force encamped at Trentham, Acting Prime Minister Mr Peter Fraser and Minister of Defence Mr Frederick Jones visited the site to inspect preparations for the new mobilisation camp. During their visit, the Commandant of the ASI, Major J I Brook, hosted them for lunch. Impressed by the meal, they specifically requested the Regular Force Mess diet sheet and received positive feedback from regular soldiers on the meal quality. The Ministers inquired about the possibility of providing similar meals to the men of the Special Force. In response, Major Brook suggested that providing the same meals to the Special Force could be achieved if cooks were available and ample rations were provided. Following this discussion, permission was granted to establish an Army School of Cookery under the ASI.[12]

By December 1939, under the tutelage of a fully qualified army cookery instructor, the first batch of thirty-two men had completed their training at the Army School of Cookery, with a second batch completing their training on 8 December. Initial training was on the standard equipment found in any camp, typically three ovens able to bake for 120 men. Once qualified in the basics of camp cooking, training on the Portable Cooker No. 1 and other field cookery followed.[13]

As the 2NZEF established itself in Egypt, the significance of quality cooking was duly recognised. Although the Cooks selected for the First Echelon underwent training courses at the Trentham School of Cookery,  they were not qualified cooks under Middle East conditions. They required instruction on breaking down bulk rations and handling food in the field, so arrangements were made to train New Zealand cooks at the Army School of Cookery in Cairo. Additionally, the services of a non-commissioned officer (NCO) from the 7th British Armoured Division was enlisted as an instructor to the 2 NZEF under the supervision of the Divisional Supply Column officer. With the second Echelon diverted to England, General Freyberg consulted the manager of the Lyons chain of restaurants, who was an adviser to the War Office on army catering, with arrangements made with the War Office in London for the secondment of four NCOs to the 2 NZEF to form the nucleus of the 2 NZEF cookery school. These NCOs accompanied the Second Echelon troops from England to Egypt.[14]

With this reorganisation and expansion, the NZEF cookery school conducted thorough training and testing for cooks. Starting from February 1941, all cooks were required to be qualified either at the NZEF school or the Middle East school before being eligible for extra-duty pay.[15]

As the war progressed, the Army School of Cookery at Trentham continued to run regular courses. However, the demand for cooks necessitated the DSIs to conduct cookery instruction to train men as they were called up for the NZEF and Home Defence. In addition to male soldiers training as cooks, from 1939, the first females from Auckland Womans Service Corps were employed as cooks in Papakura Camp to supplement the civilian and military cooks. Although on the Army payroll, the initial female cooks were not considered serving soldiers. By June 1941, fifteen female cooks were working across all the Military districts. However, it was not until July 1942 that approval was given for the New Zealand Women’s Army Auxiliary Corps (WAAC)  in New Zealand, formally establishing these female cooks as part of the military establishment.[16]

By October 1942, three hundred men of the Territorial Force had received training at Ngawahiwaha Camp. The established ratio for cooks to troops was one cook for every 50 men, two for 100, three for 150, and an additional cook for every 100 additional men. Throughout the Army, the standard of cooking, in terms of variety and quality, had seen significant improvement. It was widely acknowledged that a properly trained army cook could secure employment in a civilian hotel or restaurant upon demobilisation.[17]

In May 1944, the use of WACs as cooks had become a normalised and essential function of the war effort, with an article in the Dominion newspaper detailing the work of the 65 WAACs on the messing staff of Trentham Camp and providing details of the training of the latest batch of eighteen female cooks who had just completed a three-week cooking course the Trentham ASI.[18]It’s essential to recognise that New Zealand was not operating in isolation but rather observing developments across the armies of the British Empire as they transitioned from the regimental cook system to a more centralised and professional model. In the United Kingdom, the Cook trade was under the control of the Army Catering Corps (ACC) upon its creation in March 1941, forming as a subsidiary element of the Royal Army Service Corps Supply Branch. Australia followed suit in 1943, establishing the Australian Army Catering Corps. Canada took a similar approach, forming the Royal Canadian Army Service Corps (RCASC) Catering Wing at No. 1 Reinforcement Unit in Britain in August 1942 to train cooks for the Army.

The Canadian Army’s experience was that many cooks had previously been members of their unit. However, experience revealed that they were not necessarily skilled soldiers and often functioned as poor cooks tasked with feeding their comrades. Consequently, starting in 1942, all cooks were transferred to the RCASC, which then assigned them to the various units they were to serve. This change resulted in a rapid improvement in cooking standards.[19]  Although New Zealand had adopted other British logistical organisational changes, such as the formation of the Electrical and Mechanical Engineers, with enthusiasm, it was more reserved about any changes to its cooks, combining cooks into a single corps was not a wartime priority.

In 1944, New Zealand commenced the demobilisation process, which included disbanding the Home Guard and the standing down of elements of the Territorial Force. By the war’s conclusion in 1945, most of the forces stationed at home underwent rapid demobilisation. The 2NZEF was disbanded by 1946, aligning with the downsizing trend seen in many Western militaries. However, despite this size reduction, the Government and the Army hesitated to revert the military to its pre-war dimensions and structure. Instead, they opted to reorganise it into what became known as the Interim Army.

New Zeland Army Order 60/1947 of 1 August 1947 detailed the trade classification and promotion requirements of the Regular Force. This order retained cooks as two specific All Arms trades;

  • Cooks, Hospital. A Group A trade applicable to All Arms, including the New Zealand Army Nursing Service (NZANS)
  • Cooks (other than hospital cook). A Group B trade applicable to All Arms, including the NZWAAC

The Commandant of the ASI set the syllabus for the Cooks, hospital, and Cooks (other than hospital cooks). During his period, there was no steward’s trade.[20]

In 1947, three officers and four NCOs were brought out from Britain to raise the standards of catering in the New Zealand Army. This task included providing training and instruction in cooking and catering and guidance on ration scales and meal planning. With the New Zealand Army perceived as too small for a stand-alone Catering Corps, considering that the NZASC was responsible for the Supply function, Butchers and Bakers, it made sense to emulate the Canadian model and bring all cooks under the umbrella of the RNZASC.

To facilitate this transition, the Army Board approved the formation of a Catering Group as a section of the RNZASC. It issued New Zealand Army Instruction (NZAI) 2049 on 15 February 1948 detailing the Supplies and Transport Catering Group (STCG) formation. Initially, the STCG comprised of;

  • A Staff Officer (Catering) in the Directorate of Supplies and Transport at Army Headquarters.
  • District Catering advisers (NC0s) on the staff of the Districts Assistant Director Supply and Transport (ADST)
  • Instructors on the staff of the Army School of Instruction to operate a Catering Wing.
  • Cooks and kitchenhands on unit peace establishments.

The function of the STCG was to

  • To train and provide unit cooks and kitchen hands.
  • Instruction in and supervision of the management of the Army ration scale.
  • Improvement of standard of food preparation and cooking.
  • Advice on the installation and instruction in the operation of cooking appliances and kitchen equipment.
  • Advice on the layout of mess buildings.[21]

Despite NZAI 2049 bringing all army catering services under the jurisdiction of the RNZASC, the Cooks trade remained dispersed among various units. However, this issue was addressed with the implementation of NZAI 2147 in September 1948.[22]

No 2147. SUPPLIES AND TRANSPORT CATERING GROUP, RNZASC
NZAI 1319 and 2049 are hereby cancelled.

  1. Approval has been given for the formation of a catering Group in RNZASC.
    This group will be known as the Supplies and Transport Catering Group (abbreviated title STCG).
  2. The functions of the STCG are –
    a. To train and provide unit, &c, cooks and messing staffs.
    b. Instruction in and supervision of the management of the Army Ration Scale.
    c. The preparation, cooking and serving of all rations.
    d. Advise on the installation and instruction in the operation of cooking appliances and kitchen equipment.
    e. Advise on the layout of mess buildings.
  3. Initially the STCG will comprise-
    a. A Staff Officer (Catering) on the Directorate of Supplies and Transport at Army HQ.
    b. District catering advisers (NCOs) on the staff of ADs ST District.
    c. Instructors on the staff of ASI to operate a “Catering Wing”.
    d. Messing Staff of all units
  4. In order to implement para 3 above, the following action will be taken:-
    a. From the date of publication of this instruction soldiers classified as “kitchen hands” or “Mess Orderly” will be classified as “probationer cook” or “mess steward” respectively. The terms “kitchen hands” or “mess orderly” will no longer be used.
    NOTES: –
    (i) For star classification purposes “probationer cooks” will form the “learner: class of the group “B” trade of cook and will be treated as Group “D” tradesmen
    (ii) Whenever the term “messing staffs” is used in this instruction, it will included “cooks,” “probationary cooks,” and “mess stewards”
    b. All cooks, probationer cooks, and mess stewards, other than of the NZWAC, will be posted to RNZASC.
    c. All messing staffs. including NZWAC messing staffs, in districts will be carried on the establishments of district ASC Coys under the sub heading of STCG.
    d. OsC Districts will allot messing staffs to units on the recommendations of DA DsST.
    e. Messing staffs, including NZWAC messing staffs, of Army HQ units will be carried on the establishments of the respective units under the sub heading STCG.
  5. STCG messing staff strengths will be assessed according to unit messing strengths as follows:-
    a. Unit messing strengths will be taken as establishment strength less 20 per cent (to allow for personnel Living out).
    b. Cooks. – Cooks will be allocated to units on the following scale:
    i. One cook per unit all ranks (or portion thereof) on unit messing strength up to a total of 650.
    ii. One extra cook p er 90 all ranks (or portion thereof) on unit messing strength in excess of 650.
    iii. One extra cook for each cookhouse in excess of one.
    iv. In addition, one chief cook (WO or NCO) for each unit. The rank of this WO or NCO shall be dependent on the strength of the messing staff serving in the unit concerned,
    in accordance with the scale laid down in para 6 below.
    c. Probationer Cooks:-
    i. Two probationer cooks to each kitchen where cooking is carried out for messing strength of 65 or under.
    ii. Four probationer cooks to each kitchen where cooking is carried out for messing strength in excess of 65
    d. Mess Stewards:
    i. One mess steward for each 25 all ranks (or portion thereof) on unit messing strength.
    ii. In addition, one mess steward for each 6 officers (or portion thereof) on unit messing strength up to a total of 42 officers.
    iii. When the number of officers exceeds 42, one extra mess steward for each 9 officers ( or portion thereof) on unit strength in excess of 42).
    iv. Mess stewards in any mess to include at least one NCO, except when total number of mess stewards is less than 3.
  6. In calculating ranks of messing staff, the following guide will be used: In every 69 messing staff OR’s carried on establishment under STCG there may be 21 NCOs from Corporal upwards on the following scale:
    One Warrant Officer.
    Two Staff Sergeants.
    Six Sergeants.
    Twelve Corporals.
  7. The chief cook in any unit will rank as the senior member of the messing staff, irrespective of the rank of the senior mess steward. He will be responsible for:
    a. The proper functioning of the messing staff.
    b. Close co-operation with the unit messing officer.
    c. Training of probationer cooks.
  8. Amended establishments will be issued shortly.
New Zealand Army Instruction 2147, 15 September 1948

With this new directive, New Zealand Army cooks (NZWAC cooks and stewards, which remained a separate corps but were under technical control of the RNZASC for catering purposes, until 1977 when they joined the RNZASC) were finally consolidated into a single corps, allowing for a standardised training syllabus. Additionally, to enhance the catering function and provide a comprehensive messing service, the Stewards trade was formalised as part of the RNZASC. By the end of 1948, the groundwork had been laid for the RNZASC Catering trade to support the evolving New Zealand army.

In conclusion, the evolution of Army catering in New Zealand from 1845 to 1948 reflects a journey marked by adaptability, innovation, and a commitment to sustaining the morale and effectiveness of New Zealand’s military forces. During this period, New Zealand’s military catering underwent a significant transformation from rudimentary messing arrangements in the early militia days. However, the importance of well-fed troops was consistently recognised, as evidenced by the efforts to improve messing arrangements, the establishment of training programs for cooks, and the integration of civilian and military personnel into the catering function. Despite challenges such as dissatisfaction with rations and the shortage of trained cooks, the New Zealand Army continually sought to enhance its catering capabilities, particularly in response to the demands of wartime mobilisation.
The establishment of the Army School of Cookery, the integration of female cooks into the military establishment, and the adoption of international best practices, such as those observed in the British and Canadian armies, demonstrate New Zealand’s commitment to modernising its catering services and ensuring the provision of quality meals for its troops.
By consolidating army catering services under the RNZASC umbrella and formalising the Cooks and Stewards trades, the New Zealand Army laid the groundwork for a more structured and professional catering function as the country transitioned into the post-war era. By 1948, the stage was set for the RNZASC Catering trade to play a pivotal role in supporting the evolving needs of the New Zealand army, reflecting a legacy of culinary excellence and dedication to service.

Transition and Transformation: RNZAOC in 1972

In the historical tapestry of the Royal New Zealand Army Ordnance Corps (RNZAOC), 1972 is a pivotal year, marking twenty-two years since New Zealand’s initial involvement in combat operations in South Korea. The nation continued actively participating in conflicts such as the Malayan Emergency, the Indonesian Confrontation, and the South Vietnam War. Throughout this period, New Zealand maintained a robust part-time territorial army sustained by Compulsory Military Training, all aimed at creating a versatile, all-arms Combat Brigade Group.

However, 1972 marked a turning point. It witnessed the conclusion of Compulsory Military Training, resulting in a reduction in the Territorial Force and its transformation into a volunteer force. Concurrently, with the conclusion of New Zealand’s commitment to the Vietnam War, the country entered a phase marked by individual engagements in United Nations Peacekeeping operations, a eighty-day mission to Rhodesia, the establishment of a permanent peace monitoring force in the Sinai, and participation in exercises both in New Zealand and overseas. This era ushered in a period of peace for the New Zealand Army, with nearly two decades passing before the RNZAOC would deploy a unit into a combat environment once again.

As 1972 concluded and the New Zealand Army and the RNZAOC entered this new era, they did so with a cadre of well-trained and experienced warrant and non-commissioned officers. This article will delve into the RNZAOC Regular Officer Cadre of 1972, as documented in the New Zealand Army Graduation List Regular Officer of 31 Oct 1972.

The RNZAOC of 1972 consisted of around 350 Regular and Territorial Officers and Other Ranks, including Storeman Clerks, Ammunition Technicians, Auto Parts, Footwear Repairers, Motor Trimmers, Tailors, and Clerks across numerous units, including.

In 1972, the RNZAOC entered a transformative period, marked by changes in training, force structure, and the cessation of its involvement in the Vietnam War. As the RNZAOC transitioned into a new era characterised by peacekeeping missions and operational diversification, the officers of 1972 carried with them a wealth of experience and training, setting the stage for the Corps’ future endeavours. The statistical overview provides insights into the officers’ backgrounds, service history, and appointments, highlighting the depth of expertise within the RNZAOC during this pivotal time.


2 Supply Company – Unit History 1977-1983

Units of the New Zealand Army must maintain a diary in which all matters connected with the unit are concisely but clearly recorded. Using Army Form New Zealand 144 (AFNZ 144), a unit provides a daily account of the unit’s activities, with entries providing the location and a brief description of the key events. Entries can be listed merely as” Ordinary Routine”, with others providing a more detailed account of the unit’s activities.

The following transcripts of 2 Supply Companys have been copied from the original typed and handwritten AFNZ144 sheets. Much of the original wording has been retained, but most abbreviated words and phrases have been included in full to improve readability. Some additional information from the 1979 and 1982 Paraka Newsletter related to 2 Supply Company has also been included.

1977

1 February 1977

Acting upon a directive from Army General Staff, 2 Central Ordnance Depot’s Unit History Sheet was initiated, and below gives an outline of 2 Central Ordnance Depot’s history to date.

Palmerston North has had a 26 Year association with 2 Central Ordnance Depot. This association began with the setting up of No 2 Ordnance Sub-Dept, in the Palmerston North Showgrounds in 1941. The No 2 Ordnance Sub-Depot continued to operate until 31 Jan 1945. At which point it was destroyed by fire.

In early 1946 the Depot was moved out to Linton Camp, and in 1948 was renamed Central District Ordnance Depot.

1959 signified the beginning of 2 Central Ordnance Depot, as it is known today, with the construction of a vehicle sub- depot. The re-building was continued, and in 1963 a new clothing store was completed, on the site that is now the main store.

2 Construction Squadron commenced work on 2 Central Ordnance Depot’s new stores building in 1969. It was originally planned to measure 45000 square feet; however, this was eventually reduced to the present 25000 square feet. The new building was designed to be an extension of the store built in 1963.

On 7 Nov 1972, 2 Central Ordnance Depot’s new store’s building was completed. At a cost of $143,000 and 43298 man-hours, and 2 Central Ordnance Depot took on its present shape.

15 April 1977

1430 -The depot began Exercise Makomako. Twenty-three personnel moved, by convoy, to the exercise area, the Makomako ammunition area.

1515 – Tentage (11 x 11), was erected around the cookhouse. The weather had taken a turn for the worse and by 1815 everyone was wet and cold. Dinner was served, cooked by one of 2CODs civilian staff Mr “Charles” Jones (Ex Chef).

0600 – Reveille, breakfast and clean up

0830 – The group was divided into two sections. Each section was then given as sketch map with four rendezvous marked. Aim: To reach each rendezvous and complete the task assigned to the rendezvous. Both sections achieved the aim.

The highlight of July was RNZAOC Corps Day. It started ln the usual manner with Coffee Royale. Then it was back to work for the rest of the morning.

The afternoon began with the annual Necker Trophy (Senior V Junior Volleyball). It was won by the Seniors, three games to nil, (there’s still life in the old timers). For the remainder of the afternoon a debrief on the game was held.

A formal dinner was held in the 600 Man Mess that night and a good time was had by all.

2 COD have adopted an ex-RAOC Officer who served in both wars and now resides at an old folks home in Fielding. This gentleman, Capt H.J Harris, celebrated his 84th Birthday on this date. To mark the occasion the Depot Sergeant Major (WO1 B.J Quinn) travelled to Feilding, wished the old soldier “Happy Birthday” from 2COD and gave him a birthday cake that WO1 Quinn’s wife had made. Suffice to say the old boy was delighted, as were the staff of the old folks home.

The WO1s attended the second Corp Warrant Officers Seminar at Trentham (the last one was held in 1073), and a Formal Dinner was held on the 16 Aug. The Seminar itself was very informative with all WO1s being brought up to date on the problems and changes which are happening within the Corps.

The Inter-Corp Rugby Tournament was held at Linton, with four members from the unit included in the Ordnance team. The Director of Ordnance Services visited the Depot on the 23-24 an gave his moral support to the Rugby Team. The Ordnance team did very well been narrowly beaten in the Semi Final by 10-9 against the Engineers.

Two members of the Depot (Sgt B.C Smith and WO1 D.J Keen) participated in the first regional Bowls Tournament at Burnham. Both players for the Central Region which won the Hamilton Shield, and also the North Versus South which was also won by the North. SSgt Smith also played against the Canterbury election which was lost 11/2 points to 21/2 points.

16 October 1978

The Depot had a change of role and has been renamed 2 Supply Company. The new role involves a Static Depot with a Tech Stores Section, a Gen Stores Section and a Bath Section, which is known as 22 OFP, which is the Field Force part of the Company. Approximately 2500 cards were raised for initial scaling of these sections. Quantity 25 receipts have been received at this time.

2 Supply Company staff commenced preparations for Annual Camp Issues of Camp Equipment. A Mobile Ordnance team was activated to assist 2 Fd Hosp, 7 WnHb and 5 WWCT’s Annual Camp. This team was organised and run by WO1 J.A Sayers. SSgt Hawthorn assisted in the tailoring requirements for the issue of Dacrons to personnel of 7 RNZIR at their Camp.

22 OFP consists of:

  1. The Headquarters – accommodation Capt Max Telfer (TF) the OC, Sgt Bob Hodgetts the Admin Sgt/Park Quartermaster Sergeant/Recruiting NCO/TF Administrator of Part Time Soldiers, and 2Lt Lindstrom, when he arrives from OCTU to take up the appointments of SCO/Trg Officer.
  2. PC & A – manages and controlled by SSgt K/J Moore (Manager Stock Control) and his work force. K.J is currently the leader of 22 OFP pack
  3. Gen and Bath Section – according to the establishment this section will be manned by part time soldiers (TF).
  4. Tech Stores Section – is commanded by Sgt (Peewee) Haerewa and a faction of young up and coming soldiers who will assist in the smooth operation of the OFP ‘Pataka’.

22 OFP held their first Training Weekend as a Unit. Unfortunately, due to adverse conditions they were unable to hold the weekend as planned in Makomako. Instead, personnel used the time to update their bookwork.

Kelsey swivel-stock rifle

Due to its isolated location at the culmination of international trade routes, New Zealand has become a well-known centre of resourcefulness and innovation, inventing leading-edge and world-changing products. Some notable examples are Disposable syringes and tranquilliser guns, the referee whistle, the eggbeater, the electric fence, jet boats, flexible plastic ear tags for livestock, bungy jumping, flat whites and pavlova. While these products have all had a peaceful intent and provided a valuable contribution to the world, New Zealand’s war experience in the twentieth century has also contributed to military innovation. The Kelsey swivel-stock rifle is discussed here,  a New Zealand invention from the 1950s that allowed a Sten Sub Machin Gun to be fired from behind cover and around corners.

During the latter stages of the Second World War, based on the lessons learned on the Eastern Front, the German military identified a requirement for aiming and firing weapons around corners and from within Armoured Fighting Vehicles (AFVs). The Germans developed the Krummlauf barrel attachment for the Sturmgewehr 44 (StG 44) and Maschinengewehr 42 (MG 42) to meet this requirement.

The Krummlauf was produced in two variants:

  • The “I” variant for infantry use,
  • The “P” variant for use in AFVs to provide cover over blind spots to defend against assaulting infantry

The “I” and “P” barrels for the StG 44 and  MG 42 were produced with bends of 30°, 45°, 60° and 90°. However, only the “I” 30° Barrell for the StG 44  was produced in quantity.

With a very short lifespan—approximately 300 rounds for the 30° variant and 160 rounds for the 45° variant—the Krummlauf barrel was under great stress. Additionally, due to the barrel bend, bullets shattered as they exited the barrel, producing an unintended shotgun effect. Developed too late in the war for testing and refinement by the Germans, postwar testing by the United States Army resulted in some modifications; however, the Krummlauf remained unreliable despite these modifications. The Soviets also experimented with a curved barrel, producing an Experimental PPSh with a curved barrel. However, with the curved barrel seen as a novelty, interest in the concept was soon lost.

Despite the concept of a bent barrel to allow the firing around corners, proving impracticable, Lieutenant Colonel John Owen Kelsey had seen the need for such a capability during New Zealand’s streetfighting in Italy and set about finding a solution.

Colonel Kelsey was born in New Plymouth in November 1904. Before World War II, he served as an Engineering Officer with the Royal Navy for two years. This engineering background led to his first New Zealand Army Ordnance posting in 1939 as a 2nd Lieutenant with the 13th LAD New Zealand Ordnance Corps (NZOC). Shortly after he arrived in Egypt in 1940, he was promoted to Lieutenant and posted as the Assistant Senior Ordnance Mechanical Engineer (SOME). He became the SOME and was promoted to Temporary Captain a few months later. In November of the same year, he became the Deputy Assistant Director of Ordnance Services (Equipment) (DADOS E) HQ 2NZ Division. He was also promoted to Temporary Major while holding this position and, in April and May 1941, took part in the campaigns in Greece and Crete. On return from Crete, he was transferred to the British Royal Army Ordnance Corps (RAOC) Deputy Director Ordnance Services(DDOS) office for a few months and then returned to 2NZEF as the Chief Ordnance Mechanical Engineer (COME) in August 1941. His duties were extended a year later when he became the Assistant Director of Ordnance Services (ADOS) and COME 2NZEF.

After forming a separate Corps of New Zealand Electrical and Mechanical Engineers (NZEME) in December 1942, Colonel Kelsey relinquished the appointment of COME and became the ADOS 2NZEF/ADOS 2NZ Division and was promoted to Lieutenant Colonel.

A temporary promotion to Colonel followed from February to March 1944, when Colonel Kelsey was appointed as the DDOS of a Corps for operations in Italy.

He returned home on well-earned leave in April 1944 after four and a half years away but returned to the Middle East in September 1944. He resumed the ADOS 2NZEF and 2NZ Division appointments and maintained these responsibilities until the war ended, completing six years with the division and participating in every campaign. For distinguished service, Colonel Kelsey was Mentioned in Despatches.

On his discharge, Colonel Kelsey went into business as an accountant at Whakatane but was not very successful. He relocated to Auckland, where he obtained a post in the Public Relations Office but was subsequently asked to leave. Setting up a public relations office in Devonport, where he slept on a couch in the office because he could not afford to board, Colonel Kelsey set to work developing his Sten Gun adapted to fire around corners.

In June 1953, The Press announced that a Sten gun adapted to shoot round corners had been developed by Colonel Kelsey, known as the Kelsey swivel-stock rifle and that the army had tested it at Waiouru Military Camp. Following the success of these tests, the device was sent to the War Office in London for further examination.

Colonel Kelsey had adapted the Sten gun to have a swivel butt and a unique sight. Unlike the wartime Krummlauf, it was not a weapon with a bent barrel but a standard Sten Gun. The weapon could be used in the usual way, with shooting a round left or right corners enabled by simply resetting the butt to 90°to the parrel and sighted using a unique sight. The sight was based on the principle of the periscope, using prisms with exact details placed on the secret list.

With no reply from the War Office by the end of 1953 and confident with his design and that it could be adapted for other firearms, Colonel Kelsey took out world patent rights and intended to fly to England or America to try to sell the invention to armaments firms. However, despite being optimistic about his future, Colonel Kelsey struggled with the toll of adjusting to peacetime life, business failures, financial difficulties, a failed marriage and some unhappy love affairs and was discovered by the police on the floor of his office in Clarence Street, Devonport, at 5.30 pm. on 8 February 1954. Under his body was a .22 calibre rifle, which he appeared to have been holding.

A letter on the table addressed to whom it may concern said he was experimenting “to try to find the reason for dissipation of recoil in a rifle or submachine gun. This is immensely important to me now that the Kelsey swivel-stock rifle has proved successful.” He added “that there was considerable risk in the experiments,” with a footnote adding that the tests were to be made at training grounds near Whenuapai.

After reading some of Colonel Kelsey’s letters in chambers, the Coroner found that there was ample evidence that Colonel Kelsey had many personal difficulties. If he had intended to test the rifle at the time of his death, he would not have needed to write the letters, in one of which Kelsey stated he was “going to die,” The Coroner said he was forced to conclude that the cause of death was suicide by a self-inflicted bullet wound in the head.

With Colonel Kelsey’s passing, the development of the Kelsey swivel-stock rifle progressed no further.

In Leroy Thompson’s 2012 history of the Sten Gun, a variant of the Sten Gun matching Colonel Kelsey’s device is precisely described. This indicates that the weapon was tested and, although never progressing past the prototype stage, a record of its existence, along with some photos, was kept.

No other New Zealand Ordnance Officer has held such a variety of appointments on active service. Colonel Kelsey was an OME, SOME, DADOS(Equipment), COME, ADOS, DDOS, and acting CREME. Despite his wartime service and the award of the MBE and Mention in Dispatches, there was no place for Colonel Kelsey in the regular post-war army. Despite his optimistic belief in the success of the Kelsey swivel-stock rifle, Colonel Kelsey struggled to adjust to the post-war world. Without understanding the effects of wartime stress that exist today now, he fell through the gaps and took his own life. Additionally, given the stigma surrounding suicide that has existed for many years, his wartime service and potential achievement as an inventor have never fully been recognised.


The identity of Ngāti Tumatauenga

Met by a combination of mutual mistrust on the one hand and a sense of opportunity on the other, the earliest contacts between Māori and Europeans would grow into a mutually beneficial economic relationship by the 1840s and 1850s. The Treaty of Waitangi sealed the relationship, with a vital element becoming amalgamation. Māori were granted the rights and privileges of British subjects under a universal system under the treaty’s terms and early colonial laws. Unfortunately, the relationship was often one-sided, favouring the Crown and settlers who would set the terms of the amalgamation process into one of assimilation, intending to absorb Māori into the white settler world. This path led to conflict, followed by erecting barriers between Māori and Settlers that would endure for generations. One hundred and seventy-nine years after the treaty’s signing, the relationship between Māori and Europeans has matured, with many colonial-era grievances reconciled or on the path of reconciliation. A sign of how far the nation’s relationship between Māori and Europeans has matured is found in one of the institutions of the state, the Army, now recognised as the standalone iwi: Ngāti Tumatauenga – ‘Tribe of the God of War’.

Ngāti Tumatauenga is the youngest iwi of New Zealand, established in 1994 as the result of an initiative by the Chief of General Staff (CGS), Major General Anthony Leonard Birks, CB, OBE. The CGS intended to regenerate the Army’s culture into a “uniquely New Zealand Military culture by combining appropriate aspects of European and Māori heritage to enhance further the cohesion, morale and esprit de corps of the Army”.[1]Established with the blessing of the veterans of the 28th Māori Battalion, the Māori Queen and iwi surrounding Waiouru; Ngāti Tūwharetoa, Ngāti Kahungunu, Ngāti Maniapoto and Ngāti Tuhoe. [2] Ngāti Tumatauenga blends the customs and warrior traditions of Māori and Europeans into a fusion of both, laying the basis of the New Zealand Army’s ethos and values.[3] Although Ngāti Tumatauenga is a modern conception, it has a strong whakapapa drawn from its Māori and European ancestry, reflecting its position as the guardian of all the peoples of New Zealand regardless of race, religion or creed.[4]

The path towards Ngāti Tumatauenga has been extended, as, for most of its existence, the New Zealand Army, like those of Canada, South Africa and Australia, embraced British military traditions. Regardless of the British Military influence, there has always been a desire to identify New Zealand as a unique military entity. In World Wars, Canada, South Africa, and Australia sent expeditionary forces filled with units bearing English, Scottish and Irish names, motifs and identities to battlefields worldwide; New Zealand would be the exception. Although there were Territorial units in New Zealand with Scottish identities, the New Zealand Military authorities felt that New Zealand was too small to allow these identities to be embodied as separate units within the Expeditionary Forces. New Zealand Forces would march in one khaki uniform and wore distinctive New Zealand badges up to the Second World War, often including Māori phrases and symbology.[5]

The only logical exception to this was the Māori, who participated as a distinct subunit, representing a subset of New Zealand in a manner that the Scots or Irish did not.[6] In their quest to establish New Zealand Forces as a recognisable national entity, New Zealand Military authorities inadvertently paved the way for the eventual establishment of Ngāti Tumatauenga in later years.

In addition to the British Military traditions, Māori Tikanga (cultural customs and practices) serves as the binding force for Ngāti Tumatauenga. These distinct and unique cultural practices and traditions enhance the loyalty, cohesion, and tribal identity of the Modern New Zealand Warrior. [7] Contrary to popular belief, Māori warfare was not a permanent fixture of Māori culture and life; instead, it was a practice employed depending on circumstances, such as acquiring land, countering threats, or defending Mana (prestige and authority). Māori refined their warfighting traditions as participants on both sides of the conflicts during the nineteenth-century New Zealand land wars.

In the twentieth century, Māori leaders like Sir Apirana Ngata viewed military service for the Crown as an extension of their warrior heritage and a path to equality. In his 1943 pamphlet “Price of Citizenship,” Ngata asserted, “We are of one house, and if our Pākehā (non-Māori) brothers fall, we fall with them. How can we even hold our heads up when the struggle is over if asked, ‘Where were you when New Zealand was at war?'” [8] Māori made significant and honorable contributions during the Second World War, solidifying their place in the post-war Army. A 1977 survey indicated that Māori comprised 34 percent of the Regular Force and 16 percent of the Territorial Force, a higher proportion than Māori employment in the general civilian workforce.[9] With the Māori cultural resurgence of the late twentieth century, the Army was well-prepared to embrace change, as this resurgence brought about transformations within the Army.

The rejuvenation of the New Zealand Army’s culture, initiated by the Chief of the General Staff (CGS) in 1994, was swiftly implemented. While the Army badge retained its traditional British design, it was modified to include a taiaha (a traditional Māori weapon) instead of a sword, and a scroll was added, bearing the inscription “Ngāti Tumatauenga” at its base.[10]

The Army Marae, known as Rongomaraeroa-o-ngā-hau-e-whā, was officially dedicated during Labour Weekend in 1995. It holds a special place within the New Zealand Army, serving as the central point that all members, regardless of race, gender, or creed, pass through on their military journey. Its unique orientation, facing west towards the setting sun, sets this Marae apart. This symbolic positioning conveys a powerful message: Ngāti Tumatauenga is the nation’s guardian, protecting it day and night.

Rejuvenating the army’s culture was not without its share of challenges. The Army Marae, in contrast to traditional Maraes, has a less formal atmosphere. One recruit even commented, “The Māori culture here is quite different! I come from a place where it’s deeply ingrained. I told my dad that when we went to the Marae, they spoke English!” [11] Despite this critique, another soldier of Māori descent explained that “Ngāti Tumatauenga symbolizes the fusion of the Imperial soldier’s spirit with the Mana of the Māori warrior. This reflects the positive partnership principle of the Treaty of Waitangi and fills many with pride when including Ngāti Tumatauenga in their pepeha.”[12]

The introduction of Ngāti Tumatauenga faced initial resistance and skepticism. Its swift implementation caught many Army members off guard, leading to an abrupt and sometimes aggressive cultural shift. However, many of the original detractors and skeptics have come to embrace and appreciate the benefits of adopting Ngāti Tumatauenga.[13]

Approaching its twenty-fifth year, Ngāti Tumatauenga has gained acceptance within the community as a legitimate iwi (tribe). Māori performing arts play a significant role in promoting and preserving the Army’s cultural ethos. Ngāti Tumatauenga participates in national-level Kapa Haka competitions, sometimes with non-Māori individuals leading performances.[14] [15]Additionally, Māori performing arts, such as Kapa Haka, serve as a military and diplomatic tool on the international stage, highlighting how the shared Māori and European military heritage upholds the principles of the Treaty of Waitangi and advances the interests of the New Zealand people.[16]

In conclusion, the transformation of the New Zealand Army into Ngāti Tumatauenga, the “Tribe of the God of War,” reflects the aspirations of early Māori and European settlers in New Zealand and their vision of unity under the terms of the Treaty of Waitangi. The journey from 1840 to 1994 was marked by conflicts between Māori and the Crown, shaping the Māori and Pākehā relationship into one that acknowledges each other’s martial capabilities. The World Wars of the early twentieth century saw New Zealand Expeditionary Forces and Māori Battalions earning respect from allies and adversaries, ultimately paving the way for Māori integration into the post-war New Zealand Army. Riding the wave of a resurgent Māori culture, the leadership of the New Zealand Army took a significant risk by embarking on cultural rejuvenation. The New Zealand Army, transformed into the iwi (tribe) of Ngāti Tumatauenga, has evolved into a unique entity, shaped and defined by the influences of a resurgent Māori culture and the combined martial traditions of European soldiers and Māori warriors. Their shared history, heritage, and wartime experiences have cemented this transformation.

Royal New Zealand Army Service Corps

In British and Commonwealth military doctrine, there has long been a separation of responsibility for Supplies and Stores.

  • Supplies – The provisioning, storing, and distributing of food for soldiers; forage for animals; Fuel, Oil, and Lubricants (FOL) for Tanks, Trucks, and other fuel-powered vehicles and equipment; and the forward transport and distribution of ammunition. In the NZ Army, Supplies were managed by the New Zealand Army Service Corps (NZASC) from 1911 to 16 October 19789.
  • Stores – The provisioning, storage, and distribution of weapons, munitions, and military equipment are not managed by RNZASC. Stores were the Responsibility of the Royal New Zealand Army Ordnance Corps (RNZAOC) until 1996.

Despite the separation of responsibilities, the RNZASC and RNZAOC would have a long and cooperative relationship for most of their existence.

During the early colonial days, the early actions of the New Zealand Wars proved that the New Zealand bush and the elusive tactics of the Maori presented new problems in supply and transport. An Imperial Supply and Transport Service was established and operated with the Imperial troops.

From the end of the New Zealand Wars until 1910, there was no ASC unit in New Zealand, with the supply functions required by the New Zealand Military provided by the Defence Stores Department.

After the conclusion of the South African War, the Military Forces in New Zealand embarked on a series of reforms to enhance the organisation and capability of the nation’s military, enabling it to contribute effectively to a broader Imperial Defence scheme. In 1910, at the request of the New Zealand Government, Field Marshal Viscount Kitchener inspected New Zealand’s Forces. Kitchener provided several recommendations concerning the ongoing reforms, emphasising the need for a professional Staff Corps to administer the force and confirming the requirement for a New Zealand ASC, which was gazetted on 12 May 1910 (backdated to 6 May 1910) as a designated component of the Territorial Forces of New Zealand.

The momentum for these reforms gained further impetus with the appointment of Major General Alexander Godley as the New Zealand Military Forces Commandant in December 1910. Godley was pivotal in revitalising New Zealand’s military organisational framework in his first year, making critical command and staff appointments, promulgating the (Provisional) Regulations for the Military Forces of New Zealand, and making plans to build up the NZASC, which up to this time had remained a paper corps.

Acknowledging the highly specialised nature of ASC duties, distinct from combatant staff and regimental officers, and the absence of suitably qualified officers in New Zealand, Godley recommended to the Minister of Defence on 4 January 1911 the lending of services of an experienced Imperial ASC Senior Captain or Major to organise and train New Zealand’s transport and supply services for three years. The Minister of Defence endorsed this recommendation with the Prime Minister cabling the New Zealand High Commissioner in London on 10 January 1910 to approach the Army Council for the following:

Services of experienced Army Service Corps major or senior captain required to organise New Zealand Army Service Corps. Engagement for three years. Salary £600 a year consolidated. Pay to include house allowance. Travelling allowance of 12/6d a day and allowance for one horse if kept, will also be granted. 

Within two months of receiving New Zealand’s request for an ASC Officer, the Army Council promptly and affirmatively responded to the call. Having already sanctioned nine additional officers to assist Godley, the Council selected Knox, who then served in C (Depot) Company ASC at Aldershot for service in New Zealand to organise the NZASC.

Under the guidance of New Zealand Adjutant and Quartermaster-General Colonel Alfred Robin, Knox assumed his duties as the New Zealand DST at the Army General Staff Offices on Wellington’s Buckle Street. His responsibilities encompassed a wide range of functions, including quarters, tender and contracts, personal and freight movement, and presidency on two standing committees related to Drill sheds and the storage and distribution of clothing and equipment to the forces.

Recognising Knox’s extensive duties, he was granted the Temporary Rank of Lieutenant Colonel on 6 September 1911. With Colonel Robin’s appointment as the New Zealand representative at the War Office in London in 1912, Knox assumed the additional role of Quartermaster General (QMG). Despite Knox diligently fulfilling the role of QMG and DST, progress on the formation of the NZASC was slow.

By 1914, Knox had established 16 NZASC companies of approximately 30 men each across the four New Zealand Military Districts, with imported ASC officers serving as Assistant Directors of Supply and Transport (ADST) in each District Headquarters.   Although Knox had departed by the time of the 1914 divisional camps, the Inspector General of Imperial Forces, General Sir Ian Hamilton, noted following his inspection that:

The very highest credit is due to the Army Service Corps officers and their men. They have done a first-class service, although as a rule undermanned to an extent that would fill a labour union with horror. When the Army Service Corps units are up to their normal strengths, a suitable system of calling the men up to camp in relays will enable the necessary duties to be carried out as efficiently and with much less strain on the personnel.

During World War One, New Zealand ASC units fulfilled crucial functions. ASC Companies supported the Territorial Infantry and Mounted Rifle Brigades. At the same time, Supply and Transport Units aided mobilisation camps within New Zealand. Overseas, the NZASC operated across all New Zealand theatres of war, delivering indispensable services. At its zenith, it managed the NZ Divisional Train, five ASC Companies, five Depot Units of Supply, the NZ Field Bakery, the NZ Field Butchery, and the NZ Motor Transport Workshop. Notably, the NZASC and NZAOC frequently shared personnel, facilities, and transportation, especially in the conflict’s early years.

In 1917 the NZAOC was established as a permanent component of the New Zealand Military Forces, however, it would not be until 1924 that the Permanent NZASC was formed.

Post-war, under the leadership of Captain Stanley Herbert Crump, the NZASC transitioned to a peacetime establishment comprising a Headquarters and three depots (Northern, Central, and Southern). In 1924, the Permanent NZASC (PNZASC) was established as part of the permanent Military Forces. Additionally, in 1925, an alliance between the NZASC and the Royal Army Service Corps (RASC) was ratified.

The RASC has its roots in history that are much more profound. Up to the time of Cromwell, armies mainly lived by plunder. The RASC came into being in 1888. but the work it now performs was being done long before that.

Cromwell and then the Duke of Marlborough, and later Napoleon, organised a system of civilian commissaries. The Duke of York established the Corps of Royal Waggoners in 1794. This purely transport organisation continued until 1869 under various names, eventually as the Military Train, fighting as light cavalry in the Indian Mutiny.

The birth of the Supplies and Transport Service dates from 1869. when supplies and transport, along with the Military Stores Department, came under one department called the Control Department, it remained for General Sir Redvers Buller in 1888 to organise the first Army Service Corps. Since its formation, the RASC has been a combatant one. Trained and armed as infantry and responsible for its own protection. Considerd a more technical Corps, the RAOC was not granted combatant status until 1942.

In 1931, under Crump’s continued leadership, the NZASC underwent a reorganisation into three Composite Companies. Each company comprised seven officers, four warrant officers, and 99 other ranks, establishing a solid foundation from which the NZASC could readily expand to meet the demands of future conflicts.

During World War Two, numerous units and establishments represented the NZASC across all New Zealand Expeditionary Force (NZEF) theatres. Similar to the previous World War, the NZASC maintained a collaborative relationship with New Zealand Ordnance Corps (NZOC) Ammunition Examiners (AEs) in the establishment of NZASC Ammunition platoons. At times, NZASC Warrant Officers were attached to the NZ Divisional Ordnance Field Park (OFP) to offer technical advice on vehicle spares. In recognition of the NZASC’s service during WW2, the title “Royal New Zealand Army Service Corps” was conferred in 1946.

In the post-war era, the NZASC and from 1946, the RNZASC would serve with distinction J Force in Japan and then contribute the second-largest New Zealand contingent to K Force in Korea by providing 10 Transport Company. Playing a pivotal role in sustaining the morale and effectiveness of New Zealand forces during these conflicts

Until 1947, NZASC units primarily handled baking bread, butchering meat, and procuring and distributing fresh and packaged provisions to frontline units, while regimental cooks and stewards were responsible for cooking and serving meals. To enhance and standardise cooking practices throughout the army, the Supplies and Transport Catering Group (STCG) was established on 15 February 1948 with the following objectives:

  • Training and provision of unit cooks and kitchen hands.
  • Instruction and supervision of the management of the Army ration scale.
  • Improvement of food preparation and cooking standards.
  • Advice on the installation and operation of cooking appliances and kitchen equipment.
  • Guidance on the layout of mess buildings.

In September 1948, all Regimental catering staff, except those of the New Zealand Women’s Army Corps, were transferred into the RNZASC. Throughout the 1950s, 60s, and 70s, the RNZASC played a vital role within the New Zealand Army, encompassing a wide range of functions. These included everyday tasks such as cooking and serving food, as well as more complex operations like air supply drops. To manage the procurement, storage, transportation, and distribution of essential supplies such as food, fuels, and oils for a modern Army, the RNZASC operated Supply Depots and employed various tradespeople, including butchers. Supply Depots were strategically located in Papakura, Waiouru, Linton, Trentham, and Burnham, where bulk supplies were stored and distributed as needed. Additionally, every Army camp featured a section of the RNZASC, along with smaller supply and transport depots, which were responsible for handling goods from central supply depots and providing drivers and transport services for various purposes. These smaller depots were situated in Devonport/Fort Caultley,

Following the Macleod report that recommended the streamlining of logistic support for the British Army, the RASC merged in 1965 with the Royal Engineers’ Transportation and Movement Control Service to form the Royal Corps of Transport (RCT). This would see the RASC Supply functions transferred to the Royal Army Ordnance Corps (RAOC). In 1973, following the British lead, the Australians also reformed their Royal Australian Army Service Corps (RAASC) into the Royal Australian Army Corps of Transport (RAACT).

Acknowledging the British and Australian experience, the RNZASC underwent a similar transition—operational command of the Supply function transferred to the RNZAOC on 16 October 1978. On 12 May 1979, the RNZASC ceased to exist: Supply personnel formally transferred to the RNZAOC, while Transport, Movements, and Catering were re-formed as the Royal New Zealand Corps of Transport (RNZCT)..

The RNZASC supply function would be integrated into the RNZAOC, with the Camp Supply Depots becoming NZAOC Supply Platoons numbered as.

  • 14 Supply Platoon, Papakura/Hopuhopu
  • 24 Supply Platoon, Linton
  • 34 Supply Platoon, Burnham
  • 44 Supply Platoon, Waiouru
  • 54 Supply Platoon, Trentham
  • NZ Supply Platoon, Singapore

In recognition of its long RNZASC service, 21 Supply Company was retained as a Territorial unit, initially as the Territorial element of 4 Supply Company in Waiouru and later as the Territorial element of 2 Supply Company, Linton. Today, 21 Supply is the principal North Island Supply unit of the Royal New Zealand Army Logistic Regiment (RNZALR).

For a short period following the RNZAOC assumption of Supply functions, some RF and TF RNZAOC would periodically be employed within the RNZCT transport Squadrons’ Combat Supplies sections.

The RNZAOC Butcher trade inherited from the RNZASC would be discontinued in the mid-1980s, with the last of the butchers reclassifying as RNZAOC Suppliers. By the mid-1990s, it was decided as a cost-saving measure to allow the RNZCT catering staff to order directly from commercial foodstuff suppliers, effectively ending the RNZAOC foodstuffs speciality. The only RNZASC trade speciality remaining in the RNZAOC after its amalgamation into the RNZALR was that of Petroleum Operator.

The Royal NZ Army Service Corps & Corps of Transport, like the RNZAOC, have passed their combined responsibilities to the RNZALR. However, the Royal NZ Army Service Corps & Corps of Transport maintain a strong association that provides many benefits and opportunities for comradeship to RNZASC/CT Corps members and past and present members of the RNZALR. Another role of the RNZASC/CT association is to ensure that the rich and significant history of the RNZASC/CT is not lost to future generations of the RNZALR.

Reorganisation of NZ Ordnance Services 1 October 1946

Due to the reorganisation of the New Zealand Army Headquarters “Q” branch and the formation of the New Zealand Electrical and Mechanical Engineers (NZEME), new establishment tables for the New Zealand Army Ordnance Corps (NZAOC) were approved for use from 1 October 1946.

Under discussion since 1944, the 1 October 1946 Establishments provided the New Zealand Army Ordnance Corps with a framework within the interim post-war New Zealand Army that woud allow future growth.

Responsibility for the NZ Army’s Logistic Functions fell to the Quartermaster-General who delegated responsibility for Ordnance Services to the Director of Army Equipment (DAE).

Under the DAE the NZ Army Ordnance Services were organised as;
